Mr. Bailey is a founding Partner and Managing Director of Giuliani Partners LLC. Mr. Bailey established himself as a successful executive in the finance and insurance industry. In addition to Bailey Insurance Associates, one of the largest single principal-owned agencies in Dallas, Texas, Mr. Bailey was also the co-founder, Chairman and CEO of Premium Finance Holdings (PFH).
Mr. Bailey is the former Finance Chairman of the Republican Party of Texas and was the Campaign Chairman for U.S. Congressman Pete Sessions.
Mr. Carbonetti is a founding Partner and Managing Director of Giuliani Partners LLC. He served as Giuliani’s Chief from 1999 to 2001. As Chief of Staff, Mr. Carbonetti was responsible for all aspects of the ’s office, including scheduling, special events, citywide services, fiscal and administrative affairs and appointments. He also served as an advisor to the on personnel and policy issues. Mr. Carbonetti was serving as Chief of Staff on September 11, 2001.
Mr. Hatzimemos is a founding member and Managing Director of Giuliani Partners LLC. Hatzimemos served as Assistant Counsel to Giuliani and represented Giuliani on the Board of Trustees of the NYC Police and Fire Pension Funds and the NYC Employees Deferred Compensation Fund. He set policy for the ’s Office regarding all New York City employee pension funds having assets totaling approximately $100 billion.
Mr. Geoffrey Hess is a founding member and Managing Director of Giuliani Partners LLC. Hess served as Giuliani's Senior Advisor in City Hall. Hess had previously served as Special Counsel to the Deputy for Operations in the Giuliani Administration from 1997 to 1999. A real estate lawyer, Mr. Hess was also an Associate at Tishman Speyer Properties, the company that build the World Trade Center. He managed the negotiation of major commercial leasing transactions. From 1994 to 1997, Mr. Hess was a real estate Associate at the Manhattan law firm of Thacher Proffitt & Wood, representing investment banks in commercial mortgage originations nationwide.
Mr. Michael Hess is a founding Partner and Senior Managing Director of Giuliani Partners LLC. Mr. Hess served as the Corporation Counsel of the City of New York under Rudolph W. Giuliani. As the chief lawyer for the City, he supervised a Law Department of over 1,500 staff, including 700 attorneys.
Serving as a trustee appointed by the federal government, he operated the S&A Concrete Company, one of the largest concrete and construction businesses in the City.
He supervised the revitalization of New York City’s Off-Track Betting Corporation, turning it around from a losing enterprise to one of the most valuable OTBs in the nation.
Mr. Kerik is a Senior Vice President at Giuliani Partners and is Chief Executive Officer of Giuliani-Kerik LLC, an affiliate of Giuliani Partners. Mr. Kerik most recently served as Iraq’s interim Minister of Interior and as the Senior Policy Advisor to the U.S. Presidential Envoy to Iraq’s Coalition Provisional Authority.
Kerik was the 40th Police Commissioner of the City of New York. During his sixteen month tenure, his most high profile performance was sending the men and women of the police and fire departments into the doomed building.
Mr. Oesterle is a Partner and Managing Director at Giuliani Partners and joined the firm in 2003. Oesterle was most recently Vice Chairman of the accounting firm of Ernst & Young, where he had responsibility for the Corporate Finance practice, which included the Financial Strategy and Transaction Solutions businesses.
Mr. Oesterle w as Chairman of Ernst & Young’s investment banking broker/dealer, combined with responsibilities related to the redesign of the firm’s overall marketing and sales strategies.
Mr. Oesterle has more than twenty-five years experience in strategic planning and transactions, and has been the advisor to numerous companies with acquisitions, divestitures, financing strategies, and other deal structures.
Mr. Sheirer is a Senior Vice President at Giuliani Partners and is New York City’s former Commissioner of Emergency Management. Sheirer is a public safety expert with three decades of experience in law enforcement and crisis management, including having served as the Deputy Commissioner for Administration for the New York City Police Department and Chief of Staff to the Commissioner.
Before joining the Police Department, Sheirer served in the New York City Fire Department for 20 years, and rose to the level of Deputy Commissioner. In February of 2000, he was named Director of the 's Office of Emergency Management where he was responsible for mitigation, preparedness, response and recovery for all emergency conditions requiring the involvement of multiple government agencies.
Mr. Von Essen is a Senior Vice President at Giuliani Partners and is Chief Executive Officer of Giuliani-Von Essen LLC, which is an affiliate of Giuliani Partners.
Von Essen was appointed New York City’s 30th Fire Commissioner in 1996.
Mr. Young is a founding Partner and Managing Director of Giuliani Partners LLC. Prior to joining the firm, Young served as Chief Counsel to Giuliani. During that time, he was the ’s primary legal advisor on matters involving the City and was responsible for overseeing all public safety agencies including the New York Police Department, the Fire Department of New York, the Office of Emergency Management, and the Criminal Justice Coordinator’s Office.
Young coordinated the ’s judicial selection process and major projects that involved several city agencies including the historic merger of the NYPD, Transit and Housing Police Departments and the merger of the Emergency Medical Service and the FDNY. Mr. Young worked closely with the New York City Law Department on matters including litigation, municipal finance, real estate and economic development.
Young also served as Deputy United States Attorney (Southern District of New York) from 1983 to 1989 with then United States Attorney Rudolph W. Giuliani. Earlier in his career he worked in the United States Senate with United States Senator Jacob K. Javits.
Mr. Connolly is a founding member and Managing Director of Giuliani Partners LLC. Prior to joining the firm, Connolly served as Special Counsel to the New York City Law Department from 1997 to 2001. In this capacity, he represented the Giuliani.
