The Arnold Amendment

Representative Rohrbacher has proposed an amendment to the Constitution of the United States to allow foreign born citizens to take on the office of President.
I believe this is a dangerous turn of events on the surface.
At the root I believe it clearly indicates the time wasted in Washington, DC by men like Rohrbacher who have nothing better to do with their time than to tear down yet another aspect of our national character for short term personal gain.
He did this on September 15, 2004 - 4 days following our national rememberance at the sorrow of the horror of September 11, 2004.
Has he no shame?

JOINT RESOLUTION
Proposing an amendment to the Constitution of the United States to make eligible for the Office of President a person who is not a natural born citizen of the United States but has been a United States citizen for at least 20 years.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:
`Article --
`A person who is a citizen of the United States, who has been a citizen of the United States for at least 20 years, and who is otherwise eligible to hold the Office of the President, is not ineligible to hold that Office by reason of not being a native born citizen of the United States.'.
